sanctions, shadowy oil enterprises are gaining footholds in Burma.

Burmese army personnel suspected of using forced labour will be prosecuted 
under civilian law, according to senior military chiefs who met with representatives 
from the International Labour Organization (ILO) in Rangoon last week.
